Michelle ~ Thanks for sticking up for Carol. Seriously, if you don't like her posts, don't read them and move on. How simple is that? So crazy!
Sorry I forgot all about this! So glad you asked again! OK, I took a piece of 3x4 very vanilla and covered it with the strips. I cut the pp strips in various strip widths, just out of 12x12 paper. Cut them 1/4", 1/2", 3/4", 3/8 ", 5/8". I used glue stick and attached them to the 3x4 piece. The reason I kept them in 12" length is so that you can vary where the pattern falls as you lay them across the 3x4 piece. If you were to just cut a 3x4 piece from pp and them cut them into strips, then when you lay them out, you will just remake the patterned paper pieces. I hope that makes sense as I wrote it!
I then trimmed the strips at the edge of the 3x4 piece, so you are left with just a 3x4 piece covered with the strips. I mounted that on very vanilla 3 1/4 x 4 1/4.

Hi Michelle~ I would gladly get you the measurements for that card. It is the standard 4 1/4 x 5 1/2 by cutting in half and scoring in half an 8 1/2 x 11 sheet. The other part I will get to you soon. I don't have much time or energy tonight as I am doing a large event tomorrow morning, 8am - 8pm, and having been preparing all day!
